Our Senior Staff is led by President & CEO Warren J. Brodine. Day-to-day functions at Eisner Health are overseen by Warren and the senior management team. Our 400-person staff includes physicians, dentists, nurse practitioners, nurse-midwives, therapists, case managers, health educators, pharmacists, medical and dental assistants, and administrators.

President + CEO
Warren J. Brodine is a native of Chicago, Illinois, and a graduate of Indiana University, Bloomington, and has also completed coursework at Université Laval, Québec, Canada. Since 1996, Warren has worked in the primary healthcare field, at a state Primary Care Association as policy lead, in health centers in the capacities of Chief Operating Officer, Head of Innovation, and Chief Executive Officer, as well as in a national consulting practice. Prior to joining Eisner as CEO in 2017, Warren spent five years as Chief Executive Officer of Chicago Family Health Center, a Federally Qualified Health Center on the south side of Chicago and then launched his own firm in 2014 to assist health centers nationwide. Previously, he served on the board of the National Family Planning and Reproductive Health Association, and on the board and executive committee of Advocate-Illinois Masonic Hospital in Chicago. Currently, Warren serves as a board member for Healthcare LA IPA, Southside Coalition of Community Health Centers, and Plunum Health.
Monica Gutierrez-McCarthy
Senior Vice President + Chief Operating Officer
Monica Gutierrez-McCarthy, M.S. has served as Eisner Health’s Senior Vice President and Chief Operating Officer since February 2021. At the helm of the health center’s operations, Monica works to improve the physical, social and emotional well-being of those in the Los Angeles communities and beyond. Since 2009, Monica has worked in the community health sector, with an unwavering vision to create notable change as a service-center leader and strategist. Previous to joining Eisner Health, Monica was the Director of Operations Enhancement at OCHIN, a non-profit organization designed to leverage information technology and data to enhance and support community health center operations and clinic outcomes to promote community health. Monica also served as Vice President and Chief Operating Officer at SAC Health System in San Bernardino, CA. Cultivating over 20 years of experience, Monica has consistently harnessed the power of technology and unparalleled foresight to lead teams into the future.
A native of California, Monica received her Bachelor of Science degree from UCLA and Master of Science degree from Loma Linda University School of Medicine.
Deborah Lerner, MD
Senior VP Medical Affairs + Chief Medical Officer
Dr. Deborah Lerner is a product of the UC system, receiving her bachelor’s degree in Psychology from UC Berkeley, her MD from UC San Diego, and then joining Eisner’s staff in 1991, immediately after completing her residency in Family Medicine at UCLA. As Chief Medical Officer, she is responsible for the quality of care provided by the more than 150 medical, dental, and mental health professionals who are part of Eisner Health. She serves as a key member of the Eisner Health senior management team, providing input on strategic and long-range planning and financial governance. Dr. Lerner is very active in the community clinic world on issues of specialty care access for the underserved and workforce development and has been a member of the board of directors of the California Primary Care Association since 2014.
Andrew Signey
VP General Services + Government Affairs
Andrew Signey joined Eisner with over 25 years of health care and healthcare policy experience. Prior to his time at Eisner Health, Andrew was employed by the State of California where he was appointed by Governor Arnold Schwarzenegger to serve as Assistant Secretary for Program and Fiscal Affairs at the California Health and Human Services Agency (CHHS) from 2007 to 2011. Andrew provided oversight to many CHHS agency departments including Social Services, Alcohol and Drug, Mental Health, and was the lead staff charged with creating the California Child Welfare Council, in cooperation with the Administrative Office of the Courts. During the last year of his gubernatorial appointment, Andrew was appointed Acting State Director for the California Department of Community Services and Development (CSD). After relocating back to Southern California, he accepted the role of Acting Hospital Administrator at the Department of State Hospitals – Metropolitan State Hospital. Andrew served in several progressive roles over a 14 year period, and ultimately as the Executive Director of the Comprehensive AIDS Resource and Education (CARE) Program and Clinics located at Dignity Health-St. Mary Medical Center in Long Beach. Andrew is proud to now be part of one of the most dynamic community health centers in the country.
Pajmon Zarrineghbal, Esq.
General Counsel
Pajmon Zarrineghbal joined the Eisner family in 2015. Since then, he has served as Legal Counsel and also oversees Risk Management, Compliance and Human Resources. Pajmon is a graduate of UC Davis Law School, where he graduated at the top of his class and was honored with the Order of the Coif. He then worked as Associate Counsel for Trump National Golf Club in Rancho Palos Verdes, where he focused on transactional and employment law. In 2013, Pajmon joined Providence Health Systems as an Associate Attorney specializing in a wide range of legal matters ranging from health care, compliance, employment, and risk management.
Leigh Stenberg
Vice President, Development + External Affairs
Leigh joined Eisner Health in 2020 as Senior Director of Development + Communications, working alongside the senior team to oversee fundraising, external relations, and patient communications. Prior to joining Eisner Health, she was the Senior Director of Development at Discovery Cube Los Angeles and Development Director at the Michael D. Eisner College of Education at California State University, Northridge (CSUN). Leigh comes to us with fourteen years of fundraising experience, specifically in children and family services and education. In addition, Leigh has lived and worked overseas for over eight years in Indonesia, China and the Republic of Moldova and in 2011 she received the Republic of Moldova’s Order of Honor for her work with the Peace Corps. Leigh lives in the San Fernando Valley with her husband, Heath, their two children, Ella and Lawson, and yellow Labrador, Walter.
Kristine Namkung
Vice President, Human Resources.
Kristine joined Eisner Health in September 2022 as Vice President of Human Resources, working alongside the senior team to oversee human resources strategy, DEI, total rewards, and employee engagement. Prior to joining Eisner Health, she was the Director of Human Resources at Mission Community Hospital, and has also worked at Adventist Health Glendale and LA Care. Kristine comes to us with over 12 years of human resources experience in the healthcare sector.
Kristine lives in East Los Angeles with her family and 5 pets. She received her Bachelor of Arts degree from Pacific Union College and Juris Doctor degree from University of Hawaii School of Law.
