Meet the Senior Team
Our senior staff is led by Interim CEO + COO Monica Gutierrez-McCarthy. Day-to-day functions at Eisner Health are overseen by Monica and the senior management team. Our 450-person staff includes physicians, dentists, nurse practitioners, nurse-midwives, therapists, case managers, health educators, pharmacists, medical and dental assistants, and administrators.
Monica Gutierrez-McCarthy
Monica Gutierrez-McCarthy, MS, was elected to the role of Eisner Health’s Interim CEO and COO in March 2024, where her overall focus is on improving the physical, social, and emotional well-being of Eisner Health patients and the communities we serve. Monica joined Eisner Health in February 2021 as Chief Operating Officer, and since 2009, she has worked in the community health sector with an unwavering vision to create notable change as a service-center leader and strategist. Previous to joining Eisner Health, Monica was the Director of Operations Enhancement at OCHIN, a non-profit organization designed to leverage information technology and data to enhance and support community health center operations and clinic outcomes to promote community health. Monica also served as Vice President and Chief Operating Officer at SAC Health System in San Bernardino, CA. Cultivating over 20 years of experience, Monica has consistently harnessed the power of technology and unparalleled foresight to lead teams into the future.
A native of California, Monica received her Bachelor of Science degree from UCLA and Master of Science degree from Loma Linda University School of Medicine.
Raymond C. W. Perry-Moore, MD, MS
Raymond C.W. Perry-Moore, MD, MS, is a board-certified pediatrician, and as Eisner Health’s Chief Medical Officer, he is responsible for the quality of care provided by the more than 150 medical, dental, and mental health professionals who are part of Eisner Health. Previously, Dr. Perry-Moore was Director and Medical Director for the Los Angeles County Department of Health Services of the South Los Angeles Health Center Group, which includes Hubert H. Humphrey Comprehensive Health Center and Bell Health Center.
Dr. Perry-Moore earned a BS in Physiology and Neurobiology from the University of Maryland at College Park and his medical degree from Emory University School of Medicine in Atlanta, Georgia. He completed his pediatric residency at the University of Chicago Comer Children’s Hospital and a health services research fellowship through the Robert Wood Johnson Clinical Scholars Program at UCLA. He earned his Master of Science in Health Services from the UCLA Fielding School of Public Health. Dr. Perry-Moore is currently a fellow in the California Healthcare Foundation’s Health Care Leadership Program.
Dr. Perry-Moore has strong interests in improving health care access for children, addressing the unique health needs of adolescents, and eliminating health inequities and disparities. He incorporates his commitment to public health and community partnerships into his work as a clinical leader. In addition to his Chief Medical Officer duties, approximately 20% of his time is reserved for seeing pediatric patients.
Sergey Navolnev
Sergey Navolnev joined Eisner Health’s financial team in 2012 and became Chief Financial Officer (CFO) in April 2020. As CFO, Sergey oversees all financial aspects of Eisner Health, ensuring the highest standards of financial integrity and compliance. As a member of the executive team, his responsibilities also include formulating and implementing policies and plans to meet Eisner Health’s short- and long-term objectives, focusing on those related to financial stability, reporting, and operational/financial data management.
Sergey has a BS in Finance and Administration from California State University, Northridge, and a Master’s degree in Accounting and Financial Management from the Keller Graduate School of Management.
Andrew Signey
Andrew Signey joined Eisner with over 25 years of health care and health care policy experience. Prior to his time at Eisner Health, Andrew was employed by the state of California, where he was appointed by Governor Arnold Schwarzenegger to serve as Assistant Secretary for Program and Fiscal Affairs at the California Health and Human Services Agency (CHHS) from 2007 to 2011. Andrew provided oversight to many CHHS agency departments, including social services, alcohol and drug, and mental health, and was the lead staff charged with creating the California Child Welfare Council in cooperation with the Administrative Office of the Courts. During the last year of his gubernatorial appointment, Andrew was appointed Acting State Director for the California Department of Community Services and Development (CSD). After relocating back to Southern California, he accepted the role of Acting Hospital Administrator at the Department of State Hospitals – Metropolitan State Hospital. Andrew served in several progressive roles over a 14-year period and ultimately as the Executive Director of the Comprehensive AIDS Resource and Education (CARE) Program and Clinics located at Dignity Health-St. Mary Medical Center in Long Beach. Andrew is proud to now be part of one of the most dynamic community health centers in the country.
Leigh Stenberg
Leigh joined Eisner Health in 2020 as Senior Director of Development + External Affairs, working alongside the senior team to oversee fundraising, external relations, and patient communications. Prior to joining Eisner Health, she was the Senior Director of Development at Discovery Cube Los Angeles and Development Director at the Michael D. Eisner College of Education at California State University, Northridge (CSUN). Leigh comes to us with 14 years of fundraising experience, specifically in children and family services and education. In addition, Leigh has lived and worked overseas for over 8 years in Indonesia, China, and the Republic of Moldova, and in 2011 she received the Republic of Moldova’s Order of Honor for her work with the Peace Corps. Leigh lives in the San Fernando Valley with her husband, Heath, their two children, Ella and Lawson, and yellow Labrador, Walter.
Pajmon Zarrineghbal, Esq.
Pajmon Zarrineghbal joined the Eisner family in 2015. Since then, he has served as Legal Counsel and also oversees risk management, compliance, and human resources. Pajmon is a graduate of UC Davis Law School, where he graduated at the top of his class and was honored with the Order of the Coif. He then worked as Associate Counsel for Trump National Golf Club in Rancho Palos Verdes, where he focused on transactional and employment law. In 2013, Pajmon joined Providence Health Systems as an Associate Attorney specializing in a wide range of legal matters ranging from health care, compliance, employment, and risk management.

Eisner Health is governed by a board made up of professionals and leaders in the health care community. It includes at least 51% consumer board members who monitor policies and provide recommendations from a patient’s perspective. The full group meets monthly, and standing committees that meet quarterly include Finance/Audit, Governance, Quality Improvement & Compliance, and Public Policy. Stanley P. Berkman
PRINCIPAL PARTNER, KERWICK CAPITAL
Stan is the principal partner of Kerwick Capital in Los Angeles. The firm serves as a principal investor in middle market growth and turnaround situations. Kerwick has been both a capital partner and financial advisor to strong management teams that have created significant growth opportunities and returns. Stan has also acted as financial advisor in the restructuring of bank debt for troubled companies as well as financial advisor to several retail and distribution companies.
Stan also operates Kerwick Capital Funding LLC (KCF), a manager of capital investments for high-net-worth investors. KCF has a family of funds that manages assets in the venture capital, real estate debt, and the distressed bank loan sectors.
Prior to forming KCF, Stan was a managing director and member of the North American Management Committee of BNP Paribas, an international investment bank based in Paris, France. Over 15 years, he served in various roles at Paribas, including head of North American banking in New York, executive responsible for U.S. regional branches in Chicago, Houston, and Los Angeles, head of West Coast region based in Los Angeles, and head of several merger transition working groups. Stan was selected by the firm to attend an advanced management program at London Business School.
Stan received an MBA in Finance from New York University and a BBA from the University of Michigan. He is married to Christopher Murphy, an executive at the Walt Disney Company, and they reside in Los Angeles, CA.
Edward Matthews
SELF-EMPLOYED
Edward Matthews joined the Eisner Center Board in 2006 and currently serves as Vice Chair. As a consumer board member, Mr. Matthews has many responsibilities, including a dual role in linking the center and the community. The first part of his role is to serve as the voice of the community, representing the community and its needs to the center. The center has been established to meet a specific need to provide primary care services to the community’s medically underserved and vulnerable residents. The second part of this role requires Mr. Matthews to promote the center and its mission to the community. During his tenure at Eisner Health, Mr. Matthews has served on the executive committee, search committee, and governance committee. Mr. Matthews is a former draftsman with S.D. Herman Co. and real estate investor.
Rupert Grant
PRINCIPAL, MAINE CONSULTING LLC
Rupert Grant is a real estate investor who specializes in the purchase of unique Los Angeles area apartment buildings for renovation and sale to savvy investors. With a law degree from UCLA and a Bachelor of Science in Management and Marketing from the University of La Verne, Rupert creates innovative strategic financial plans so that investors can achieve their financial dreams through passive income streams using tools like the Self-Directed IRA (SDIRA).
Rupert has an extensive background in securities and investment management, having worked in the financial services industry as a stockbroker for Nationwide Financial in Woodland Hills, CA.
Rupert is chairman of the Foundation Board of Directors for Eisner Pediatric Family Medical Center, a Federally Qualified Health Center dedicated to providing comprehensive, high-quality health care for all ages. He has served as a board member for a variety of local organizations including the Los Angeles Area Chamber of Commerce, Los Angeles Unified School District Citizen’s Bond Oversight Committee, and the Hollywood Beautification Team. He has served as a volunteer Operations Manager for the annual Genesis Open, a PGA golf tournament at Riviera Country Club, for two decades.
Rupert is an AYSO soccer coach and Cub Scout pack leader for his two sons and lives with his family in Los Angeles.
Ian C. Wiener
EXECUTIVE VICE PRESIDENT + GENERAL COUNSEL, NUTCRACKER THERAPEUTICS
Ian Wiener is the Executive Vice President and General Counsel at Nutcracker Therapeutics. Mr. Wiener leads Nutcracker’s legal function and advises the board and management on legal, business, and policy matters. Prior to joining Nutcracker, Mr. Weiner was a partner at the law firm of Irell & Manella LLP, representing corporate, private equity, and other clients in a wide variety of business law matters and complex business transactions.
Mr. Wiener holds a BA in Economics from Dartmouth College and a JD from Georgetown University Law Center.
Irma Avila
COMMUNITY VOLUNTEER
Irma Y. Avila is a health promoter with Choose Health LA Kids for Para Los Niños. In her role as health promoter, Ms. Avila organizes, promotes, and teaches bilingual community nutrition workshops and food demonstrations, and educates parents on healthy choices for families in the community. In addition, Ms. Avila is responsible for planning, developing, and conducting health and resource fairs in the community. As a health promoter, Ms. Avila works collaboratively with the Department of Public Health and is responsible for writing monthly reports, conducting research, and gathering and analyzing statistical data.
Ms. Avila is a consumer board member and has been a member of the Eisner Center Board since 2012, where she serves as Board Secretary and has been a member of the Los Angeles Health Commission since November 2015.
Ms. Avila has been a Certified Nurse Assistant for the State of California Department of Health Services since 2000.
Victor Aguirre
PARALEGAL, MCNICHOLAS & MCNICHOLAS, LLP
Victor Aguirre joined the Eisner Center Board in 2009. He is currently a consumer board member and serves on the Quality Improvement and Compliance Committee, Executive Committee, and Steering Committee. Mr. Aguirre works at the law firm of McNicholas & McNicholas, LLP, which is very supportive of Mr. Aguirre’s role as a board member and Eisner Health’s mission. As a consumer board member, Mr. Aguirre supports Eisner Health’s Daddy Bootcamp Program, a unique father-to-father, community-based workshop. This program inspires and equips men of different economic levels, ages, and cultures to become confident with their infants, supporting their mates, and personally navigating their transformation into fatherhood.
In his role as consumer board member, Mr. Aguirre particularly enjoys the complexities of the FQHC world. He enjoys partaking in the Board discussions and interacting with fellow board members on the various motions put before them prior to a vote.
Mr. Aguirre has two children, Diana and Erick, who are both currently in college. He is very proud of them and their academic success.
Alejandra Rosas
GENERAL MANAGER, ATLAS MARINE
Alejandra Rosas joined the Eisner Center Board in 2001 and serves as a consumer board member. As a current patient, Ms. Rosas plays a vital role in ensuring that the patient’s voice is heard and advocated for during board meetings. Ms. Rosas is the general manager at Atlas Marine and has a BA in Business Administration with a minor in Economics. In addition, Ms. Rosas is actively involved with her children’s schools, acting as a moderator/facilitator for the Robotics Club and serving on the booster club for her son’s football team.
Kevin Rossi, MD
FAMILY MEDICINE DOCTOR, KAISER PERMANENTE
Dr. Kevin J. Rossi joined Kaiser Permanente SCPMG, Downey, in 2009 as a staff physician with an emphasis in family medicine. Dr. Rossi began his career in 1986 as a physician in the surgical urgent care department with Southern California Permanente Medical Group. In 1991, he transitioned to a staff physician in the Pasadena location. In 1995, Dr. Rossi became physician-in-charge of Southern California Permanente Medical Group in San Dimas where he served in this capacity for 6 years. In 1997, Dr. Rossi became Chief of the Family Medicine Department at the Bellflower Service Area Physician at Southern California Medical Group where he worked for more than 12 years; he was also regional Family Medicine Chief. It was during his tenure at SCPMG Bellflower that Dr. Rossi joined the Eisner Center Board in 2001 where he currently serves in dual capacity as Immediate Past Chair of the Eisner Center Board and as a member of the Eisner Health Foundation Board.
In addition, Dr. Rossi serves as President of the Los Angeles County Chapter of California Academy of Family Physicians. Dr. Rossi holds a Bachelor of Science degree in Biochemistry from UC Davis and an MD from the School of Medicine at UCLA.
Martine Singer
PRESIDENT & CEO, CHILDREN’S INSTITUTE, INC.
In her role as President and CEO of Children’s Institute, Inc. (CII), Martine Singer manages an annual operating budget of $66 million and a staff of more than 800, stationed across CII’s three main campuses, four community centers, and 28 Early Childhood centers throughout Los Angeles. As President and CEO, she also guides the organization’s $75 million Building on Success fundraising campaign to expand services throughout Los Angeles and build a new CII campus — designed pro-bono by world-renowned architect Frank Gehry — in the historic community of Watts.
Prior to joining the team at Children’s Institute, Inc., Martine served as President and CEO of Para Los Niños where she managed an annual budget of $32 million and led a staff of more than 400 professionals, serving 7,500 children and families through a variety of early education, mental health, and community services. She also served for six years as executive director of Hollygrove, a non-profit with a rich history of helping at-risk children and their families. During her tenure, she oversaw Hollygrove’s transition from residential to community-based services and its merger with the statewide agency EMQ FamiliesFirst. A native New Yorker, she holds a BA from Sarah Lawrence College and an MBA from the Yale School of Management.
Chris Isola

Chris Isola is an Executive Vice President with JLL in the Downtown Los Angeles office where he is a member of JLL’s Southern California Healthcare Services Group.
Chris’ broad range of health care expertise spans assignments with regional health systems, medical groups, owners of medical office buildings, and seniors housing developments. He represents occupiers of both clinical and non-clinical office space, as well as ground-up development and joint venture syndications in the health care industry. In Southern California’s rapidly changing health care environment, he provides clarity for strategic and timely decision-making through an in-depth understanding of industry best practices and unparalleled market knowledge.
Chris graduated from the University of California, Los Angeles, with a Bachelor of Arts in economics and a minor in political science. He is an Endowment Circle Member of the UCLA Real Estate Alumni Group. Prior to joining JLL in 2018, he was a First Vice President in the Downtown Los Angeles office of CBRE.

Joshua Englander

Joshua Englander is a distinguished leader at J.E. Strategies, bringing a wealth of forward-thinking perspectives and extensive expertise in government relations to the table. With a proven track record, he doesn’t just promise success but consistently delivers it. His remarkable career spans government, non-profit, and the private sector, encompassing work at the local, state, and federal levels throughout California, the western United States, and Washington, D.C.
With over two decades of professional experience, Joshua has consistently delivered impactful results. He is widely recognized as a thought leader in key areas such as transportation, affordable housing, health care, and government procurement strategies. Joshua’s contributions and insights have made him a respected figure in the field of government relations and policy development.

Kevin B. Kroeker, Esq.
GENERAL COUNSEL, SCAN HEALTH PLAN, RETIRED
Kevin Kroeker recently retired from Scan Health Plan as General Counsel. In this role he led SCAN’s Legal Affairs team as they expanded SCAN geographically, grew their portfolio of care offerings, and brought new innovations to the senior care market. Kevin has more than 35 years of experience representing managed care plans and insurers, Medicare Advantage Organizations, Medicaid Managed Care plans, medical groups and community clinics, among others. Kevin counsels non-profit organizations, including federally qualified health centers, in connection with governance and compliance issues. He received his J.D. from the University of California, Davis School of Law and his B.A. from the University of Oklahoma.
Kevin Rossi, MD
FAMILY MEDICINE DOCTOR, KAISER PERMANENTE
Dr. Kevin J. Rossi joined Kaiser Permanente SCPMG, Downey, in 2009 as a staff physician with an emphasis in family medicine. Pejman Salimpour
CLINICAL PROFESSOR OF PEDIATRICS, DAVID GEFFEN SCHOOL OF MEDICINE AT UCLA
Dr. Pejman Salimpour is the co-founder of both CareNex Health Services, a health care technology company that specializes in neonatal and prenatal diseases management, and Plymouth Health. As a physician, he practices part-time in the Salimpour Pediatric Medical Group, the practice founded by his father. He was elected to the board of directors for the Los Angeles Chapter of the American Academy of Pediatrics and the Los Angeles County Medical Association and was appointed by the White House to serve on the National Latino Healthcare Task Force and the United States Small Business Administration National Advisory Council. Dr. Salimpour earned a Bachelor’s degree in Chemistry from the University of California, Los Angeles, in 1983 and an MD from Washington University School of Medicine in 1987.
Trent Stamp
CEO, THE EISNER FOUNDATION
Trent Stamp has served as CEO of The Eisner Foundation since 2008. In addition, Trent serves on the boards of the Center on Philanthropy & Public Policy at USC, the Center for the Future of Aging at the Milken Institute, Grantmakers in Aging, and Southern California Grantmakers, where he chairs the Audit Committee. He teaches Nonprofit Management and Leadership at USC and consults for the Committee on the Arts at the Aspen Institute. Previously, Trent was the founding President of Charity Navigator. Trent received his Master’s degree in Public Policy from Duke University and his BA in Law and Society from the University of California, Santa Barbara.

Erika L. Sockaci, MBA, MHA
Erika is a strategic and passionate Community Healthcare Executive with deep experience leading change and building dynamic teams and partnerships that achieve the “Quadruple Aim.” Erika serves as the Vice President for Provider Engagement at Health Net, where she is the executive leading all aspects of provider engagement, including building and maintaining strong provider relations and working closely with various operational areas to support provider services, quality initiatives, network development, data quality initiatives, claim processing and expansion of the markets served by the company.
At AltaMed Health Services, the largest FQHC in the US, she co-led efforts to become a Teaching Health Center, achieving accreditation in under one year. Previously, she served as the Vice President of Health Services, managing operations of the medical and dental group with full P&L responsibility for a $250 million budget, growing revenues 700% over ten years and leading 700 employees. Under her direction, AltaMed’s innovative pipeline programs improved diversity, addressed talent shortages, and accelerated practice transformation in primary care
Erika earned an MBA and MHA from the University of Pittsburgh and graduated Summa Cum Laude with a B.S. in Psychology. A Fellow in the 2016 National Baldrige Executive Leadership program, a Change Management Practitioner and Strategic Workforce Planner, and an alumna of the Clinic Leadership Institute Emerging Leaders Program, Erika served two years as a Commissioner on the Los Angeles County Workforce Development Board, the 2nd largest in California. Her mission is to advance health, education, and civic equity.
